Highlight of changes in 2007-2008 season from previous year:
- FIFA Law Changes:
- "Additional Instructions" section expanded to over 70 pages and absorbed old Referee and Assistant Referee Signal pages, offside diagrams (that are now updated), and old Q&A. Was previously only 8 pages. Mostly adds clear, explanatory expansion to LOTG that was previously expanded on in USSF documents. There is still debate as to whether there are any changes of significance -- see Alert for latest information.
- AYSO Rule Changes: none of note
- AYSO Area 2A Rule Changes: major rewrite but more simplification than added rules
- Region 43 Rule Changes:
Lots of language clean-up from previous version; no significant changes

- As always, coaches have to decide and let the ref know the fielded size they plan to use within these limits. It should be set so the 3/4 play rule can be met. If you do not have a team ref, the team may not participate in the end of season tournament. And remember to treat the game like your kids birthday party. If the rosters are greatly uneven, swap players to even up the squads and still play the game.
- U8/U7/U6 - no changes
- U10/U9 -- play is to be 7v7 max. Teams can go as low as 5v5. Fields have been reduced to 70x35 yards and 6'x6yard goals.
- U12 -- play is max 9v9. It can go as low as 7v7. Fields have been reduced to 90x45 yards and goals to 7'x7yards.
- U14/U16/U19 - no changes but tried to conform to roster maximums of 14, 16 and 18; respectively.

Highlight of changes in 2005-2006 season from previous year:

- Region 43 Rule Changes: last stage of bringing conformance to Small Sided Guidelines
- U8/U7/U6 - no changes
- U10 -- play is meant to be 7v7 nominally. Because many teams have 10 on the roster that maybe present, teams can go up to 8v8 so no one has to sit out more than 1 quarter. Teams can go as low as 5v5. As always, coaches have to decide and let the ref know the fielded size they plan to use within these limits. It should be set so the 3/4 play rule can be met. If you do not have a team ref (even if a different parent is assigned your game), the game is a scrimmage and will not count towards seeding for the end of season tournament. And remember to treat the game like your kids birthday party. If the rosters are greatly uneven, swap players and play the game.
- U12 -- play is nominally and max 9v9. It can go as low as 7v7. There are 12 max on a roster so this means everyone can play at least 3/4 of every game.
- U14/U16/U19 - no changes but tried to confirm to roster maximums of 14, 16 and 18; respectively.

Highlight of changes in 2004-2005 season from previous year:
- U8/U7 Play:
- Removed goal keeper position (typo from last years regs; meets National guidelines)
- Increased field size to ~50x30
- Split boys into U7 and U8 divisions (to reflect big difference in skill seen between these age groups)
- 4'x6' goal planned for U7 (down from 5'x10')
- U10 Play:
- Fielded team size range from 8 to 10 (still 9 nominal; due to overloading U10 teams with 13 players this particular season, had been 7 to 9 previously) -- coaches must agree to fielded size within this range
- 7' high x 7 yards wide goals (down from 8' high by 8 yards wide)
- Removed "Balanced Team Rosters" at game time rule (not needed due to small difference in fielded team size now). Allow coaches to agree to a fielded team size differing by 1 (one), not required to be exactly the same, to start a match
- U12 Play:
- Clarified player cannot be goalkeeper for more than 1/2 the game in all small sided matches (for U12 and U10)
- Clarified "Team Fielded Size" limits to include U12 (coaches must agree to same size, or be different by one, to start a match)
- Changed U12 minimum to 9 on the field (range is now 9 to 11; done since "Balanced Team Rosters" provision removed; promotes earlier forfeit and swap of players so all can play)
- General
- Now clearly use the National Standard Regional Guidelines (SRG's) base document -- updated it to reflect regional policy. Reformed old Regional Guidelines into Policy of Play. Prepared for other new policies for publication as well (registration, team formation, etc.)
- AYSO National
- lowered the minimum age to 4 (from 4.5) and clarified 18 year olds could still play (acceptance of new age is region dependent; change came after our main registration period. Not adopted.)
- USSF
- Clarified (removed) previously issued document "8 Mandatory Cautions" and issued new "2004 Caution and Cautionable Guidance"; thus indicating that no caution or send-off is mandatory but subject to the decision of the referee.
- FIFA
- removed golden goal for determining winner of match
- made removal of a jersey in celebration of a goal a mandatory caution
Booklet and Booklet Order
These files contain the document pages ordered such that printing double sided will allow a 5.5" by 8.5" booklet, stapled down the center, to be printed. The "Booklet Order" file contains each single page separate. Using the 2-Up, Landscape, double-sided printing option of most printers, you can print the booklet. Otherwise, you can try simply printing the "booklet" file double sided as it already has the 2-Up defined in the file.

2003-2004 Region 43 Documents
Our 2003 Regional Guidelines are now available.
Highlights of the changes that apply to U12, U10 and U8 games are:

2005 Spring Indoor:
As we are indoor, some of the rules must be modified. The FIFA base document (LOTG) and the description of how other rules are interpreted is new and given here:

- The 2004-2005 Regional Guidelines, Policy of Play (including U8 amendments) and other AYSO national documents from the 2004-2005 season still apply where possible (3/4 playing time, substitution policy, etc.).

In limited conditions, the fielded team size can exceed 5v5.
You must keep with the AYSO National Small Sided Game rule that every player must sit out one quarter before any player sits out a second. A further AYSO National rule is every player plays 1/2 the game. As some of the rosters are too large to even support 1/2 playing time if everyone is present and as we want to encourage no player sit out a second quarter, we are allowing for the following change.
Using game time available roster size, if a coach cannot meet the 1/2 play time (no player sits out more than 2 quarters), then both coaches MUST agree to have more players on the court. For U10 and above, if more than 5 will be on the court, they MUST also agree to use the larger scrimmage court. Game time available roster size means the total number of players present, able and willing to play at the start of the game and at half-time. The Scimmage court for U10 and above is as described in the last court diagram in the Egan Gym layout. If one team is 2 or more larger than the other, players should be swapped to even out the rosters before making this decision.
Assuming equal or one-off roster size, then the following table shows the range of team fielded sizes the coaches can use to select from and agree to a fielded team size (using the larger teams roster size):

- We further encourage that the playing fielded size for U10 and above be adjusted so no player sits out more than one quarter. That is, that the Maximum Fielded Size in the table be used. For U8, as the court size cannot be increased, this would likely create too crowded a court and so the maximum is not encouraged.
- For U14 and U16/U19, as they are playing pick-up scrimmages always, they can field up to 8v8 and have no substitutions but must use the large red Scrimmage court any time the fielded size is above 5v5. As long as players and playing time are monitored by the coach and every player feels they are not sitting out too much, on-the-fly substitutions as described in the Futsal LOTG can be employed at all times. No mid-half stoppage is needed.
- For all levels, if agreed to by both coaches, the mid-half substitutions can be on-the-fly as Futsal would normally allow. That is, the referee will give you a 1 minute window while play continues during which you can on-the-fly substitute your players. For U10 and below, a short mid-half break at a normal stoppage (as in outdoor) is encouraged for water and substitutions.
